Проблем с кирилицата в форума !?

имам проблем с кирилицата незнам от какво е но проблема е ... имам скрипт (PHP) с който извеждам последните 10 теми от форума, но като са на кирилица заглавията и ми ги вади в така ????????????????????????? .... как мога да го оправя !???

Я сложи в conf файла

mysql_query("SET CHARACTER SET cp1251");

и пробвай ако не стане или ако го има това дай кода..

mysql_query("SET NAMES cp1251");
постави го след връзката с ДБ

ако не стане
виж си енкодинга на файла ако няма мета таг му сложи с windows-1251

По първия начин с заявка кам myslq не става вместо ?????? след заявката ( mysql_query("SET CHARACTER SET cp1251"); ) ми ги извейда като йероглифии .. а енкодинг на файла имам и е точно тоя windows-1251

това е кода за извеждане на последните 10 теми от форума той си ми е в index страницата тя има енкодинг windows-1251.
