Намерих TS SPECIAL + XAMPP и като ги инстал и като намиша в мозилата http://localhost/install/ ми дава :

а пък съм пуснал XAMP ...

а пък съм пуснал XAMP ...

човек то не се пише директно localhost/install - системата ти би трябвало да е в папка ts special т.е да напишеш localhost/ts special/install
може папката на системата ти да не е точно ts special ами както се казва

Немога да рабера защо ?

това е от сървъра - мани го този xammp - http://www.appservnetwork.com/
тегли аppserv
но задължително преди да инсталнеш appserva изтрии xammpa и рестаартирай компютъра после си инстални appserva - аз бях писал един урок: http://web-tourist.net/login/login/view.php?st=2071
ето ти го там е обяснено всичко
 
забравих - като си го инсталнеш файловете се вкарват в папка www тя се намира в директорията на сървъра

Как да го оправя този ерор ?

skype имаш ли включен докато си правиш работите - той използва порт 80 а и сървара използва порт 80 и от там се правят ерорите
друг възможен ерор е системата да е бъг - аз от половин година използвам appserv и не ми е давам ерори ако можеш направи видео за да ти кажа къде ти е грешката

Увеличете...

localhost/ts special/install/index.php (или install,някакъв такъв файл) и ше стане :) пробвай така ;)
